This regulatory framework shapes the design, construction, and management of buildings. Division of fire prevention and safety regulations in the country falls under five ministries – Equipment, Interior, Housing, Environment and Labour. These agencies set minimum compliance requirements for fire prevention, so that buildings are designed and constructed to prevent fires and protect occupants. Regulatory documents classify buildings and stipulate fire protection requirements based on the inherent risks of each building type. The Housing and Construction Code outlines responsibilities for primary contractors and other stakeholders, covering building layout, fire resistance systems, design, and evacuation plans. This code ensures that buildings are equipped to handle fire emergencies effectively, safeguarding both property and lives. The Labour Code complements these regulations by detailing the duties of workplace users concerning fire safety equipment, evacuation systems, and employee training. French regulations classify buildings as either Public Receiving Establishments (ERP) or Large Buildings (IGH), with specific rules tailored to each classification. These rules include standards for materials and installation types, ensuring that fire protection measures are suitable for the building's intended use and occupancy levels. This classification system helps in implementing appropriate fire safety measures, tailored to the specific risks associated with different types of buildings. A crucial aspect of fire safety in France is the requirement for companies to have a compliant fire safety system (SSI - Système de Sécurité Incendie). Employers must install alarm systems and communication equipment to ensure proper measures are implemented during a fire, including emergency warnings, evacuation, and rescue operations.
