As part of its goal to achieve climate neutrality by 2035, Munich is implementing a series of robust measures and innovative strategies to reduce its carbon footprint and enhance sustainability. The city’s strategy encompasses stringent building standards, extensive urban greening, widespread solar energy adoption, and thorough climate impact assessments for municipal decisions. Munich’s journey towards climate neutrality is anchored by several key initiatives, most notably the Munich Cool City campaign, the Integrated Climate Protection Action Program (IHKM), the municipal energy saving program (FES), and the Climate Protection Goal and Strategy Munich 2050 report. Together they form the backbone of Munich’s renewable energies industry. Launched in September 2018 by the Department of Health and Environment, the Munich Cool City campaign aims to raise climate awareness and motivate residents to participate in climate protection activities. Since its inception in 2010, the IHKM has coordinated and expanded numerous climate protection measures within the city administration. The FES focuses on enhancing energy efficiency across municipal operations, and the 2017 Climate Protection Goal and Strategy Munich 2050 report provides a strategic framework for achieving long-term sustainability goals. One of Munich’s most significant steps towards sustainability is the adoption of low-energy building standards for all new urban buildings. This includes the passive house standard and the EH-40 standard, which ensure high energy efficiency. The city mandates the use of solar energy in all urban buildings and requires that at least 30% of city-owned buildings incorporate green spaces, both in new constructions and existing structures. Heating and cooling account for a substantial portion of energy consumption in Munich, with heating alone comprising up to 90% of energy use in private households. To address this, Stadtwerke München (SWM), the city’s publicly-owned energy provider, is spearheading efforts to transition to greener energy sources.
